Military conscription is an honorable duty or heavy duty

Calling citizens for military service is an obligatory procedure through which many Russian men have gone. Military service helps to make real warriors out of recent adolescents who are ready to defend the expanses of our Motherland with arms.

The organization of conscription of citizens for military service in the army

The procedure for conscription for military service consists of a whole complex of various measures aimed at replenishing the ranks of the army of the Russian Federation. This complex is distinguished by the following action algorithm:

  1. First, a recruit must appear for a medical examination, where a full set of measures will be taken to determine his state of health, after which there will be an examination and conclusion of the medical commission on the category of fitness or unsuitability of the recruit as a soldier;
  2. The recruiter who is recognized as fit for military service must come to the military registration and enlistment office at the appointed time and stay there before being sent to the military unit.

Citizens to be called up must necessarily be registered with the military registration and enlistment office. The call for military service is assigned to a special commission that deals with the whole complex of necessary measures.

Call for military service, who is obliged to serve under the law of Russia

Categories of citizens of the Russian Federation who are obliged to serve in the army are determined by law:

  1. First of all, these are citizens to be called up for military service and contract servicemen (who serve on a voluntary basis for a fee);
  2. Foreigners who can serve under the contract for posts to be replaced. At the same time, foreign citizens, while serving in the armed forces of the Russian Federation, are servicemen of the Russian army;
  3. All men who are citizens of the Russian Federation at the age of 18 to 27 years old are obliged to carry out military service by conscription, if their health allows it. The medical board should identify citizens who cannot serve for health reasons. To do this, all draftees undergo a thorough physical examination. The postponement of the army for health reasons can be provided only by the results of a medical examination and certified at a meeting of the draft board.

The call for military service is carried out in relation to the citizens of the Russian Federation, who at the time of the call reached 18 years. If a citizen has reached the age of 27 years and at the same time has not served in the army due to granting him a delay on legal grounds, then issuing a military ID is only a matter of time.

Dates of autumn and spring conscription

Citizens are called upon during general appeals, which are only twice a year:

  1. When the spring conscription begins (sometimes it is called the summer conscription);
  2. And when does the autumn conscription begin?

The timing of the call is determined by the decree of the President of Russia, which clearly indicates when it starts and when it ends.

Spring is the time when the spring military conscription in the Russian Federation began. It begins on the first of April and lasts until July 15, inclusive. For example, in 2018, the spring call-up in the army passed without innovations, at the same time.

In the fall, all men to be called up for military service should be called up from 1 October to 31 December. According to the decree of the President of the Russian Federation, the autumn draft in 2018-19 will be held at the same time.

There are exceptions for certain categories of citizens:

  1. For residents of the Far North or similar areas, the call is postponed, and fees are held in the spring from May 1 to July 15, and in the autumn from November 15 to December 31;
  2. Citizens who directly take part in the cleaning campaigns are called in the fall from May 1 to July 15;
  3. Pedagogical workers have the same benefits as the participants of the cleaning campaigns.

How many months need to serve in the army

Currently, the service life in the army of the Russian Federation on appeal is 12 months. It should be noted that the current terms of military conscription are the shortest in the entire history of the Russian army. Until 2007, the service life in the Russian army was two long years. In 1993, it was decided to reduce the time of military service on conscription to one and a half years. This decision was canceled after three years.

Rumor has it that they plan to create a new decree on military training. Under the new law, everyone will be called upon, regardless of age, marital status, and so on, and the term of service will increase to two or three years. Although laws in Russia often change, the maximum age of recruits will remain unchanged - 27 years. Naturally, in wartime (when martial law will be declared in the country), no one will look at either age or marital status, since every man is obliged to protect their homeland.

Medical examination in connection with the call for military service

The organization of conscription for military service on a mandatory basis provides for the passage of a medical examination for fitness. On medical examinations, conscripts whose age has reached 18 years are called. For a call to the medical board apply the summons, which are handed over to the draftees against signature.

On medical examinations, all recruits are summoned except those who have a delay or whose age has reached 27 years. The conscription commission decides whether or not it is worth only relying on the results of a medical examination.

Do not forget that every recruit has certain rights. For example, he may require a more thorough examination if the medical commission of the military enlistment office did not find in him a chronic disease that is present in him.

The draft board makes a decision on fitness for military service, based on the results of the physical examination. Categories of shelf life are as follows:

  1. Fully fit for any service in the military;
  2. Suitable for military service with restrictions that are of minor nature (for example, can not serve in special forces or in the flight troops);
  3. Can serve in the Russian armed forces in a limited way (as a rule, such recruits are sent to the construction battalion);
  4. Temporarily can not be fit for service (such recruits are sent for treatment or surgery);
  5. It is not suitable for military service in the Russian army (such recruits immediately issued a military ID).

It so happens that it is not possible to give a full conclusion about the state of health of a specific recruit on the spot. A conscript who knows his rights may require outpatient or inpatient treatment in clinics that have the necessary equipment to determine his state of health.

After undergoing treatment or examination, a recruit is obliged to appear on a repeat commission, to which documents on his state of health should be sent. The rights of a recruit allow refusal to undergo a repeat commission, if the documents from the medical institution have not yet arrived at the draft board.

Issuance of opinions on the validity of the draft board

After a full medical examination, the draft board can take one of the following decisions:

  1. The decision on conscription;
  2. The decision on the direction of the civil service (sometimes it is called recruitment, which is fundamentally wrong, since the recruitment service was canceled in 1874);
  3. The decision on exemption from this appeal;
  4. The decision that this recruit will serve in reserve;
  5. The decision on complete exemption from the performance of the duty of conscription.

The decision of the draft board is immediately recorded in the protocol, which is signed by the chairman and all members of the commission. In addition, the decision is recorded in the registration card recruit and his ID.

After the recruit is announced the decision of the draft board on conscription, he is handed a subpoena, according to which he is obliged to appear at the point of departure. From this point he will be sent to the place of passage of military service. For failure to appear on the agenda, criminal liability is incurred and a recruit may be put on the wanted list, if he does not provide certificates of the impossibility of arriving for reasons beyond his control.

Calling reserve officers for military service

The call of reserve officers is governed by the law "On Military Service" and must comply with the following rules:

  1. You must first pass a medical examination;
  2. After passing the military commissioner decides on suitability for service in the composition of the military;
  3. A person receives an order (prescription) about the place of future service and the date of its commencement.

In addition, reserve officers may be called in as usual (after graduation), and according to the plan.

Avoiding military conscription

It often happens that the oath in the army seems to be unbearable, and the subsequent service weighs down the freedom-loving guy. Many simply do not want to lose a year of life. It is these people who are trying by all means to evade military service.

Some do not take the order to start recruiting in the army seriously and begin to hide. Before following the example of the “deviators”, it should be clearly understood that evading military service is a crime and can be punished right up to prison.

What threatens non-appearance in the draft board or draft station:

  • Fines are the most effective remedy, which is not very punishing, but at the same time it feels good;
  • Malicious defaulters can attract fines to community service;
  • Those who are constantly running from the district police station and the military commissar can wait for arrest for up to six months;
  • The most severe punishment for evading military conscription is a prison. According to the legislation of the Russian Federation, you can get up to two years for evasion.

You should not think that if you stayed in prison for evading, they will leave you alone. Anyway, the duty to the Motherland will have to be given, only it will be necessary to serve, most likely, in the construction battalion.

How to deal with work before leaving the army

If you are drafted into the army, the employer can only fire you in accordance with paragraph 1 of part 1 of art. 83 of the Labor Code of the Russian Federation. According to this article, the employment contract is terminated due to circumstances beyond the control of the parties. In this case, the employer is obliged to pay the severance pay in the amount of two weeks earnings.

In practice, it is often found that many employers use the legal illiteracy of young people and dismiss them either without severance pay or on their own. All draftees should remember that the dismissal in connection with the call for military service is necessarily accompanied by the payment of benefits.

Call for military training

Not so long ago, a decree was signed on the call for fees (which can last up to 2 months) of citizens who were in reserve. According to the decree, any citizen of the Russian Federation who is in the reserve can be called up for military training.

Fees are no more than two months (usually two or three weeks), so do not be very upset if you get a subpoena. You need to remember only two important things:

  1. Reluctance to participate in training camps, supported by appropriate actions (or inaction), is a crime that can be punished with a fine or even imprisonment;
  2. Any member of the military, even the most necessary specialist, cannot be called in more than once every 36 months.

The main purpose of the annual fees is to update the skills and abilities received during military service by conscription, therefore, as a rule, programmers, communications workers, engineers and other citizens who have a profession in demand in the army are called for.

Before you send you to the charges, the military enlistment office is obliged to notify about this subpoena, which is served against the signature. Since some irresponsible citizens do not specifically receive the agenda, the method of delivering agendas through the potential employer of the potential "partisan" is widely practiced. In this case, to avoid fees is quite problematic.

Do not think that military training is held for "tick". Most of the time will have to devote active steps to retrain and update knowledge. Moreover, the "guerrillas" can be sent to the real combat zone, and participation in various exercises is a normal practice.

Peculiarities of the conscription service

Since military personnel who are serving in conscription service are a special category of citizens of the Russian Federation, they have a number of special rights and obligations:

  1. One of the main duties of military personnel is the subscription of non-disclosure of military information and state secrets. The punishment for disclosing state secrets can reach 7 years in prison;
  2. Military personnel are not eligible to participate in any strikes or rallies.

It is worth noting that the rights and obligations of people who pass military military service by conscription are quite significantly different from the rights and duties of "contractors".

Service in the Russian army has always been considered honorable. Recruits not only receive the necessary physical training and weapons skills, but can often participate in actual combat. In addition, the soldiers participate in large-scale military exercises, which in recent years are held fairly regularly.

Main principles of military service

The main reason for which young people regularly shy away from military conscription is the traditional army discipline. Most of the recruits are not accustomed to unconditionally fulfill other people's orders and are opponents of the main army commandment - "orders are not discussed."

Nevertheless, it is the discipline that is able to turn an unorganized boy into a real man, who without hesitation will defend his family and homeland.

The military appeal is a serious event and you need to treat it with all responsibility. If you are still hoping to "hang out", then do not forget what serious problems this can turn into. Invented diseases can create problems when applying for a job or getting a driver's license.
