The document notes that countries such as China and Russia make a significant contribution to the development of artificial intelligence designed for military purposes, including applications that are controversial from the point of view of international norms and law.
It is noteworthy that the strategy of artificial intelligence repeats the promise of the existing nuclear and defense strategies of the United States, where the PRC and Russia are declared the main opponents, and their containment in order to maintain US dominance in the world is presented as the main goal.
Russian and Chinese investments in the development of combat AI pose a threat to the technological and operational advantages of the United States, and can also destabilize the open and free international order that this country sees. The United States, as well as its allies and partners, must themselves adopt artificial intelligence in order to maintain their strategic superiority on future battlefields, as well as to preserve this order.
The strategy considers general approaches to the development of artificial intelligence at the state level, involving academia, private companies, the public, as well as allied governments and companies.
